Terms of Reference

In order to facilitate the proper functioning of the Reinventing Government Steering Committee (RGSC), there is a need to establish an explicit set of terms of reference. This would include the vision, mission, objectives and functions of the RGSC.

Vision

The vision of the RGSC is to turn public organisations into entities of great excellence.

Mission

The mission of the RGSC is thus to transform the government in order to meet the needs and demands of the people in the new millennium.

Objective

The main objective of the RGSC is to eliminate all impeding bureaucratic practices, hence making the government people-friendly.

Functions

The main functions of the Steering Committee are:

• Setting the general policy direction of the State Government with respect to the reinvention initiative.

• Setting performance targets.

• Creating a Panel of Reinventors.

• Identifying ministries, department, agencies and even specific processes for reinvention and re-engineering and initiating/directing the relevant parties to carry out the exercises.

• Conducting periodic performance reviews and publishing the results for the purposes of sharing and general acknowledgement.
